  1. In a mixing bowl, combine 1 ½ cups of flour and ½ teaspoon of salt. Add the chilled, diced butter. Use a pastry cutter or your fingers to mix until the mixture resembles coarse crumbs.
  2. Add ice water, one tablespoon at a time, mixing until the dough holds together. Wrap the dough in plastic wrap and refrigerate for at least 30 minutes.
  3. In a large skillet over medium heat, cook the ground beef until browned. Drain any excess fat.
  4. Add the diced onion, bell pepper, and garlic to the skillet. Sauté for about 5 minutes.
  5. Stir in the ketchup, Worcestershire sauce, brown sugar, mustard, chili powder, salt, and pepper. Simmer for about 10 minutes.
